Overseas Network Disk (to purchase image sets for USA users)

Hello, I am very interested in purchasing many image sets. But I have not been able to create a Baidu account with my USA mobile phone. Have tried many times but receive a message stating I can not use my service provider (T-Mobile) for Baidu accounts. Please answer few questions for me with regard to statement, "... for downloading the overseas network disk. Overseas users can use them to download it" 1) Is creating an "Overseas Network Disk" different to creating a " Baidu Account".
2) if so, can you point to a link or write how to do it. (I only find info about creating Baidu Accounts, which do not work for me).
3) If there is any way I could purchase image sets,there are about about $200 worth os sets I wish to purchase. I have been a VIP user for over 2 years.
If you can post an article about creating "O verseas network disk", it will be very valuable for lot of overseas users.
